In the aforesaid petitions, the petitioners have  prayed that they may be upgraded  from BPS-17 to BPS-18. Today the Officers of Port Qasim Authority are present and respondent No.3 who is present for self and on behalf of respondent No.2 stated that according to Office Order dated 4.2.2014 the cases of all BPS-17 officers who fulfill the pre-requisites for  upgradation in BPS-18 prior to enforcement of PQA Employees Service Regulations-2011 i.e. 5.3.2011 will only be considered for upgradation through DPC in accordance with Board’s decision dated 18.12.2000. It is further stated in the Office Order that thereafter, upgradation cases will be considered in terms of PQA Employees Service Regulations-2011. The respondent No.3 submitted a copy of said Office Order along with copy of Agenda dated 5.5.2014 in which the meeting of DPC was to be convened on 6.5.2011 for consideration of cases of upgradation from BPS-17 to BPS-18 of the various employees including the petitioners but due to some reasons, the meeting was postponed. He further submits that DPC will be convened on any other date for consideration of upgradation according to cadre wise. He has also submitted another copy of Office Order dated 4.2.2014 to show that in view of Selection Committee meeting few employees have already been upgraded from BPS-17 to BPS-18 and those employees were also the petitioners before this court and their petitions have been disposed of today separately.

In view of Office Order the respondent No.3  categorically stated that before the next Selection Committee meeting, all the codal formalities will be completed including A.C.Rs. etc. and the cases of the petitioners will be considered for their upgradation from BPS-17 to BPS-18 in the next meeting and in view of the recommendations of Selection Committee, Office Orders will be issued for the upgradation of present petitioners also. Counsel for the petitioners is satisfied with this statement. All the aforesaid petitions are disposed of in the above terms. Respondent No.3 submits that entire formalities will be completed within a period of 60 days.
