            In consequent to the directions of this Court Secretary Home Department has effected appearance and says that he has recently taken the charge and after receipt of Court’s order he had spoken to the Interior Minister who has assured that the issue of installing Jammer in the jails would be resolved shortly either by installation of Prisons Management System or Jammer and for this purpose he requires three-weeks time. Time accordingly is allowed.

            As to the report of Project Director Police & Prisons Work for installation of barbed wires on the outer boundary walls of Central Prison-I Karachi, Secretary Home Department states that the matter would be looked into and if found feasible would be implemented.

            Chief Engineer Buildings Sukkur submits that 06 barracks in 03 divisions at Central Prison, Larkana would be made ready by the end of this month and would be handed over to the jail administration. He further submits that the funds approximately in the sum of Rs.6 Million are available to carry out such expenditure. He further says that more funds are required to carry out other repairs and work of leveling up the road, for which, Finance Department be directed to release regular M&R.

            Chief Engineer S.I.T.E. Limited undertakes that all necessary works regarding leveling up the road and separating the lines of sewerage with drinking water would be resolved before the next date if it does not require fund and if funds are required he would place before the Court on the next date estimated cost and the resources of S.I.T.E. Limited from which such expenditure would be met with.

            As to the issue of releasing regular annual M&R as well as remaining M&R of Central Prison-I Hyderabad, Addl. Secretary Finance states that regular M&R for jails sanctioned would be released within two-days and further balance amount from the previous fiscal year in respect of maintenance and repair of Central Prison-I Hyderabad in the sum of Rs.12 Million would also be released within two-days.

            As to the funds which have been allocated for jails in the head of development, Addl. Secretary Finance states that it would be between Planning & Development and the Home Department to submit report to the Finance Department which would be approved by the Chief Secretary and this process would take 20 days also. He further assures that no sooner such process is completed Home Department would urgently release all the moneys undertaken in this fiscal year under planning and development for the jails.

            As to the sanction of new post, Addl. Secretary Finance says that the provision of 462 new fresh post is made in this fiscal year and in case of emergency further provision can be made. Secretary Home says that he would take up this issue with Secretary Finance.

            Chief Engineer HESCO submits that new electricity connection to Central Prison Nara would be provided within a week time. Per Chief Engineer, all necessary provisions have been made but due to heavy rains necessary installations could not be effected. He says that this work would be completed within seven-days. He further submits that the time of load shedding in respect of two connections provided to the Central Prison-I Hyderabad would be changed and it would be ensure that load shedding is not carried out at both feeders at same time.
