4.                   The petitioner by way of the instant constitutional petition has mainly sought for direction against the Project Manager, SIBA Testing Service, IBA University Sukkur, to declare the result of Test, which he conducted for Junior Elementary School Teacher and Primary School Teacher and allegedly participated by the petitioner. On being asked, whether SIBA Testing Service, IBA University Sukkur is a private entity? Learned counsel for the petitioner was fair enough to say “yes”. If it is so, then no writ could be issued against the private entity. Consequently, the instant constitutional petition being misconceived is dismissed in limine.
