Pursuant to Court notice, comments have been filed by XEN, Buildings Division, Sukkur along with annexures, wherein it has been stated that since the petitioner has not fulfilled the requirements for issuance of blank tender form, therefore, it could not be issued to the petitioner, however, it has been stated that if the petitioner will fulfill the requirements, blank tender form will be issued.

Accordingly, we are disposing of this petition with directions to the petitioner to fulfill the requirements for issuance of blank tender form, whereafter, blank tender form may be issued by the respondents, if found to be eligible, in accordance with law.
