                        Pursuant to Court directions, Fayyaz Ahmed Jatoi, Deputy Commissioner, Khairpur has shown appearance and submits that different quotas were allocated as per Government policy various centres in District Khairpur, whereas, in Sagiyoon, 34000 wheat bags were given to the Centre Incharge for distribution amongst the land growers. It is further stated that the Assistant Commissioner, Sobhodero has supervised the entire process of distribution of wheat bags which have been distributed amongst the land growers in a transparent manner. However, according to Deputy Commissioner, it appears that the petitioners could not be accommodated in view of the limited quantity of bags given by the Secretary, Food Department, Government of Sindh, whereas, the wheat crop during the procurement season 2016 is much higher than the quota of wheat bags allocated for distribution amongst the growers of District Ghotki.

 

            The DFC, Khairpur present in Court submits that he will make an effort to accommodate the petitioners from some other centres and will submit compliance report within two days.

 

            In view of such statement of the DFC, the learned counsel for the petitioners does not press instant petition. The Deputy Commissioner, Khairpur, present in Court submits that District Khairpur is one of the largest District in the Province, whereas, as per policy, the quota of wheat bags has been fixed of 12,50,000, whereas, the quota in respect of other smaller districts such as in Ghotki is much higher, it has been fixed of 16,00,000 wheat bags, therefore, the land growers of Khairpur are expressing their discomfort on this allocation. It is further stated that he has made correspondence with Secretary, Food Department, Government of Sindh to revise the quota for District Khairpur so that maximum number of small growers may be accommodated.

 

            Accordingly, instant petition is being disposed of with directions to the Secretary, Food Department, Government of Sindh to consider the aforesaid proposal for revision of Policy regarding distribution of wheat bags (bardana) in accordance with law and the policy, and also to ensure that if any of the districts of the Province of Sindh has been discriminated while allocating the quota of wheat bags in the existing policy, the policy may be revised after associating all the stockholders and the quota may be revised accordingly, so that no land grower in the Province of Sindh shall be discriminated in this account. It shall be further ensured that the Government Policy regarding distribution of allocated quota of wheat bags among land growers in the Province of Sindh shall be enforced in its letter and spirit in a transparent manner, whereas, continuous surveillance and supervision shall be kept to ensure the proper implementation of the Government Policy for the Wheat Crop Season 2016.
