Petitioner and his counsel are called absent, no intimation received. Instant petition was filed on 10.04.2013, whereby, the petitioner has alleged that the official respondents are not performing their duties, by reconstructing the tube-well on the lands throughout District Khairpur.

The allegation appears to be generalized in nature, whereas, no specific material has been placed on record, which may require this Court to issue directions to the respondents. Moreover, the petitioner and his counsel have not come forward to assist this Court in respect of the subject-controversy. Instant petition is pending since 2013 without any useful progress, however, it appears that concerned engineers of Drainage Division, Khairpur, were issued notice with directions to look into the allegations as contained in the instant petition.

Learned Standing Counsel submits that comments have been filed on behalf of respondents, which reflect that needful has been done, whereas, FIRs have been registered against the delinquent persons, who committed theft of transformers and made certain tube-wells dis-functional.

Accordingly, instant petition is disposed of with directions to the official respondents to ensure that all the lawful tube-wells shall be made functional and action may be taken against such persons who may commit theft of transformers or may cause any hindrance in the smooth functioning of such tube-wells.
