                   The reply filed by the District Accounts Officer, Larkana along with several documents is only an excuse for not releasing the salary of the petitioner. The department where the petitioner is working categorically states that he is employed in their office and Mr. Mumtaz Ali Soomro, Taluka Education Officer (M) Primary, Larkana/DDO, present in Court, says that he has deposited all the requisite documents for the release of salary of the petitioner in the office of District Accounts Officer, Larkana. Apparently, the District Accounts Officer is not supposed to frustrate the order of appointment and deny salary of the person who is performing his duties in the department on the ground of certain documents missing in his office.  Be that as it may, even if certain documents were missing, it was the duty of the District Accounts Officer that these documents should have been called by him by making a reference and writing a letter direct to the DDO concerned about the documents which were missing.  No effort was made on his part and he has a general reputation of delaying payment of salaries and we are having several cases pending in this Court in which the salary has not been released by the District Accounts Officers.  We are not going to indulge in the conduct of the District Accounts Officer in this particular case; however, the time is not very far that we will be obliged to appoint somebody to hold an enquiry in the personal conduct of the District Accounts Officer not of the present one but also for those who have been working for the last at-least two years.  This Court is not supposed to be involved in petty issue of payment of salary by the employer to the employees who are working and admittedly working in the government departments.  The District Accounts Officer is directed to disburse the up-to-date salary of the petitioner within one week from today without any excuse and whatever documents are needed by him to fulfill the so-called requirement for the release of salary, he may obtain subsequent from the relevant authorities. 

                   With the above observations, this petition stands disposed of along with listed application.
